For an office to function effectively,
competence must spread
through the rank and file.

Competence must be contagious 
but that which is "contagious"
is a disease.

And anything related to a "disease"
breeds sick days and non-productivity.

Therefore, incompetence 
is its own reward:

It enables another job 
to be created to clean up its mess.
