LONG BEACH LOGIC Does Not Prevail

The City of Long Beach
shut down public access
to the Main Branch
of the city library
due to
the profusion of homeless people.
 
The city was exercising
LONG BEACH LOGIC.
That is,
Rather than solve a problem,
remove the need
for a solution 
HOWEVER 
intelligence prevailed
and the Main Branch
of the City Library
was reopened to the public
